| You don't have to be at TDC, any place will work. For your case, I would take the covers off (requires removing the rad, fan, water pipes) and use a pry bar to hold the tensioner where it is, loosen the two bolts and nut holding it on, let it relax slightly and retighten everything. Then use a wrench (or the starter) to turn the engine a turn or more (and backwards if you have a wrench) and check the actuator length (easy once you see it)
